During World War II, the war effort became the responsibility of every American, each asked to contribute whatever he or she could, and the U.S. railroads shouldered their share of the responsibility. While the War Production Board restricted the number of new locomotives that could be built, so the heavy materials could be used instead for military equipment needed on the front, the railroads used all their existing resources to move men and equipment around the country.
